Abstract

A Geographic Information System (GIS), also known as a geographical information system or geospatial information system, is a system for capturing, storing, analyzing and managing data and associated attributes which are spatially referenced to the Earth. The strength of the GIS for government information systems is its geographic integration capability. Through GIS, it is possible to immediately link and visualize most government databases that could not be linked before, through geography or location. The purpose of this project was to develop an analytics-based system for the Assessor’s Office of Lucena City that can be used into the different divisions in the Assessor’s office as a tool for an effective real property tax data management by appointing GIS technology for the better strategic use of real property data. Geographic Information System based Real Property Tax Administration System (GIS RPTAS) is an analytics-based system that shall not only solve the current problems but also improve the overall performance of the Assessor’s office. From the analog system that they are using to the automated system that the researchers had developed for assessing taxes based on real estate properties performed by the Assessor's office can now control the organization, storage, management and retrieval of data in a database. The purpose of GIS RPTAS was to make the processing, distribution and retrieval information to be more efficient. GIS was implemented as a support mechanism to the Real Property Tax Administration System. GIS process both spatial and can attribute information of data to provide a better understanding and analysis of real property taxation processes. Through the use of GIS in the developed RPTAS the Assessor’s office of Lucena can now provide reliable inventory of real properties; it shows businesses or property owners a place where to put up their business and help in identifying real property units, defining property boundaries, determining actual use and discovering undeclared properties for taxation purposes. Descriptive analytics was used in the developed system to better understand the spatial and attribute of data on the Lucena map with the support of GIS. The system has a drill up and drill down, where the user can drill through the data. Moreover, it also has the graphical representation of data. Unlike before, it is impossible for the Assessor’s office of Lucena to determine how large is the residential land, commercial land, industrial land, agricultural land and other classification of land or even what barangay is having the largest area that is situated here in Lucena. Based on the evaluation, overall the system was perceived as very much accepted that it can be used by the City Assessors in Lucena.
