The Police Community Relations: An Arm of the Philippine National Police in the Maintenance of Peace and Order in Different Barangays in the City Proper of Lucena

Abstract

According to Community-police relations, the relationship of the police to the community should be harmonious. The community relies upon the police to “protect and serve” and the police in return rely upon the community’s support and cooperation in order to be effective. This study, “The Police Community Relations: An Arm of the Philippine National Police in the Maintenance of Peace and Order in Different Barangays in the City Proper of Lucena” sought to assess the level of effectiveness of police community relation in maintaining the peace and order as perceived by the Barangay Official or residents of different barangays of City proper of Lucena. Specifically, it aimed to know what is the level of awareness of the community on the following Police Community Relation programs such as: (a) Neighborhood watch (b) Police Community involvement (c) Community anti-Drug Programs (d) Citizen Patrol. What are the problems encountered by the residents of Lucena City in terms of their peace and order? And, what is the level of effectiveness of the programs conducted by the police to maintain peace and order in different barangays in the City Proper of Lucena? Based on the gathered data the following findings were made: according to the age, majority of the respondents were in the age of 36-60 years old which got the 38% or 125 respondents, while 31-35 years old tgot the 25% or 84 respondents, some were 21% or 68 respondents in the age of 26-30 years old and 16% or 53 respondents were only in the age of 21-25 years old. According to sex, majority of the respondents were male that got 53% or 175 respondents and 47% or 155 respondents were female. According to civil status, majority of the respondents were married in the total of 54% or 177 number of respondents, while there were 30% or 101 respondents were single and some were widowed in the total of 12% or 40 number of respondents and only 4% or 12 number of respondents were separated. According to classifications, majority of the respondents were the barangay officials that got 60% or 198 numbers of respondents while 40% or 132 numbers of respondents were the residents of the barangay. According to the length of service of barangay officials the highest percentage got 40% or 51 respondents were the officials who are in 1-5 years in service, while 30% or 38 respondents were the officials who are in 6-10 years in service and 20% or 19 respondents were in 11-15 years in service and only 15% or 20 respondents got 16-20 years in service. Based on the findings and conclusions the following recommendations was suggested. Barangay officials may be given education and seminar about the programs that will give information and deeper understanding in their activities to become an effective public servant. The Police and barangay officials may put sign board to inform the public about the programs that is being implemented by the government. The people in the barangay may involve in the activities and awareness on the policies conducted by the barangay. For the future researchers to conduct a similar study using the same police community relation and gather all the information about the study. The police and barangay officials may maintain the implementation of the policies, programs and activities that were given.
