Level of Compliance of the Different Municipalities in the Second District of Quezon Province to the Local Governance Performance Management

Abstract

The study aimed to identify the level of compliance of the different municipalities in the Second District of Quezon Province to the Local Governance Performance Management System (LGPMS). It aimed to determine the level of awareness of the municipal employees as well as their perception on the LGPMS in terms of good financial housekeeping, disaster preparedness, social protection, business-friendliness and competitiveness, peace and order, and environmental management. Apart from identifying the level of compliance of the municipalities in the Second District of Quezon on the DILG’s Local Governance Performance Management System (LGPMS) program, it also shows if there’s difference in the compliance of higher class municipalities from lower class municipalities. This descriptive study used quantitative approach in the form of survey, qualitative approach through interviews and document analysis. Results revealed that the respondents were aware of the existence of the program although their level of awareness differ as their involvement in the system of governance also vary. Also, the respondents’ perception on the LGPMS in terms of good financial housekeeping, disaster preparedness, social protection, business-friendliness and competitiveness, peace and order, and environmental management were stated. Consequently, it also revealed that the Second District of Quezon is highly compliant with the requirements and standards set by the program. The municipality’s class or level does not affect a municipality’s compliance to the program and that income class is not a major factor in submitting with the program. Moreover, the study showed that the nature of the Local Governance Performance Management System, being a performance oversight tool, is an effective way of encouraging the local governments to perform their best in attending to their duties in the municipality. It is recommended that the program must be maintained and strengthened because it is an effective program of the national government and that it helps the LGUs to assess their performance and see where they are lacking in terms of service. It also helps them to see their strengths and weaknesses. Also, its maintenance will also help to establish a culture of efficiency and effective performance at work.
