Perceived Effectiveness of the Local Government Strategies for Advancing Manpower Training in Lucena City

Abstract
This research study examined the crucial role of personnel training and development in
improving the skills and performance of government employees in Lucena City and other LGUs,
leading to increased organizational effectiveness. The study investigated the effectiveness of
local government strategies in promoting professional growth, discipline, and responsibility
among respondents and the effects and challenges of implementing training programs. Results
highlight the need for the local government of Lucena City to continue and enhance their
effective strategies for manpower training, such as collaboration with local businesses, provision
of incentives, promotion of discipline, active engagement with the community, and cultural
sensitivity. At the same time, they should address identified challenges like finding qualified
trainers, low participant engagement, and aligning training programs with community needs and
goals. They should highlight areas that require attention and improvement to ensure program
relevance, engagement, and community benefit. By overcoming challenges and leveraging
positive aspects of current strategies, the local government can advance manpower training
efforts, resulting in improved job performance, satisfaction, and overall effectiveness of
government officials in serving the community.
