Establishment of Barangay Reading Centers (BRCs) in Selected Barangays of Lucena City in Compliance with Republic Act 7743: A Case study

Abstract

The research paper identified the established barangay reading centers (BRCs) in Lucena City. The researcher assessed the knowledge of barangay officials regarding Republic Act 7743 and investigated the challenges encountered in establishing BRCs. The researcher also scrutinized the feasible methods that can aid in the establishment of BRCs in the city. To support the study, the researcher referred to three theories, namely: compliance theory, connectivism learning theory, and behaviorism learning theory. The library and information science community, especially the LIS students and librarians benefited from the result of this research paper. This was likewise beneficial to barangay officials as well as the barangay residents. To succeed in this paper, the researcher utilized a descriptive-qualitative design. The participants were chosen through purposive sampling. Thematic analysis was used to analyze the data. Moreover, despite the almost 27-year-old national law, there remain Filipinos who are ignorant of the law. Not knowing the existing law influences one's perception of it. In addition, being clueless about the law does not limit the barangay to comply with its provision. The researcher discovered that barangays have existing projects and activities that will respond to the goals of the law. The participants also shared some challenges that they face in establishing and/or enhancing BRC in their barangays. The responses of the participants found that the prevailing challenges concerning the establishment of BRC include appropriation of funds and designating a place for the location of its building. Lastly, the researcher encouraged future researchers to have a broader locale and involve more participants in their future research.
