Abstract

One of the most of the prevalent situations that affect the social development of the province up to the present is the lack of educational opportunities for individuals with disabilities. Many PWDS at the local area are unemployed and have often experienced discrimination which presents challenges and difficulties in providing for the needs of their families. This architectural research study proposed the design of the Quezon Vocational Training Center. The training facilities developed are intended for persons with disabilities who will be provided with the opportunity to acquire new knowledge and skills. The vocational training center specifically considered the needs of individuals with disabilities where it shall be equipped with areas and other building features that will maximize their mobility to guarantee them equal opportunities to be trained and educated. As founded on the report by the Department of Health (2010), above 80% of the world's PWDs live in low-income countries, wherein the majority are poor and cannot access basic services. With their conditions, PWDs need greater awareness and consideration in terms of health and educational needs without discrimination. Among 17 regions, Region IVA or CALABARZON has a total of 193 thousand PWDs (DOH 2010). Among the main causes of unemployment among PWDs include the lack of jobs or job opportunities, inadequate experience, insufficient skills and the lack of education which is common to many individuals. Opportunities at the job market for PWDs are more limited. With this gap in the employment sector, the proposed project sought to create a suitable learning environment with facilities that are designed to accommodate the needs of differently-abled individuals. This comes as solution due to the lack of facilities or learning centers that are focused towards the development of the PWDs at the Municipality of Tiaong in Quezon Province. The researcher found that this area of social development remains unaddressed by the local government. The services and programs for differently-abled individuals are insufficient. With the proposed Quezon Vocational training Centre, it will contribute to developing the skills and educational qualifications of the PWDs that will result to better work opportunities.
