A PROPOSED BAG-AGAY: CIVIC CENTER IN SARIAYA, QUEZON

Abstract

The proposed Civic Center will provide services from the national agencies that could serve the Municipality of Sariaya and nearby towns. According to local government, the existing Town Complex of Sariaya was unveiled in the public on December 30, 1924, and the population of Sariaya was not too populated at that time. As of 2019, the population of Sariaya is over 150,000 people. The population from 1924 to 2019 might have a lot of differences. The existing government complex in Sariaya is located in the center of the town which is a residential area. When there is any event in the complex and it has loudspeakers, the noise created by the event is disturbing to the residential houses surrounding the complex. The government complex is not provided proper parking the public area using the streets as the parking according to. In a study of the economic effects of traffic, Matthias Sweet, an Urban planner, found that “higher levels of congestion are initially associated with faster economic growth. But, above certain threshold congestion starts to become a drag on growth” (Virgin.com, 2014). As one of the solutions to the problem in old, inconveniences of services of complex and other government facilities, preserving the town building landscapes and traffic congestions building a Civic center for the town of Sariaya. The proposed Civic Center will be located beside the center of the town to lessen the congestions and to maximize the design possibilities for the proposed public space of Civic Center. The prospect location for the proposed Civic Center is in Barangay Sampaloc II, Quezon. The location site is beside the national highway, the site is near to Lagnas River. The proposed Civic Center for Sariaya has the main building, which is the complex. The new complex is to accommodate the needs of the government and also the public needs for the events and other occasions of the municipality. The Civic Center will have police and fire department, the office for the fire department and police station will have a separate building for the easy accessibility to the roads. The architectural design of the new proposed civic center is incorporated into the design of the municipal hall of Sariaya. The art-deco buildings were richly embellished with hardedged, low-relief designs: geometric shapes, including chevrons and ziggurats; and stylized floral and sunrise patterns (Wentworthstudio.com, n.d.). The design approach for the building to be economical and eco-friendly green building design is considered in designing the plans of the main building. According to smarthome.org, (n.d.), “Passive cooling is free, unlike air conditioning which is expensive to install and run”. Passive cooling is the best way to reduce the power consumption of the building. Solar panels are good when it comes to renewable energy. According to greenmatch.co.uk (n.d.), “..among all the benefits of solar panels, the most important thing is that solar energy is a truly renewable energy source.” Sustainability of the building is considered through renewable energy.
