Abstract

Through the persistent advancement to industrialization, and the rapid growth of the economy in developed regions, a means of integration to the national economic system for the outlying municipalities is long overdue and that it hinders the population various economic opportunity (Fitt, 2011). The main objective of this proposal is to establish a concrete exchanging center of goods and materials using the sea. This provides a transportation hub for the people of the region. Hence, the researcher focused his study on the need for a Seaport in the municipality of Pagbilao, Quezon, Philippines, particularly in Barangay Pinagbayanan. As the municipality is the gateway to the southern scopes of Quezon Province. Although the area is abundant in agricultural products and raw materials for manufacturing, one of the major setbacks of the said region is the lack of infrastructure that supports its economic growth. The idea of proposing a design of a Seaport that will act as a distribution hub to the national trade from the province will address the lack of groundwork of the trade process. Southern Luzon has a throughput of 11,671,253(m.t.) on the first quarter of 2019 and 10,986,739(m.t.) on the second quarter of 2019 (Philippine Ports Authority, 2019) which means that the Region's immense yield of cargo materials are being unexploited employing freight export and import. Through the proposed seaport, Batangas seaport, Lucena seaport, and South Luzon Express will use bypassed and will allow a more economical way of deliveries of the resources, hence, provides ease on land transports in the process. As the researcher deemed it necessary to consider all the conditions mentioned; moreover, the proposal sought to promote growth to the flourishing sector of tourism in the area with a total ship call of 100,379 in the 1st and 2nd quarter of 2019 (Philippine Ports Authority, 2019). By providing a pier for passenger vessels to serve the demands of boat services to nearby tourist attractions. This will start a chain of economic growth to the locals living in the region
