Assessment in the Implementation of Republic Act No. 11469 Bayanihan Act in Combatting COVID-19 Pandemic in the Philippines

Abstract
The government implemented a set of new rules of law to prevent the spread of coronavirus with the help of each barangay official in one community. Barangay Officials are not exempted from the risk of the COVID-19 due to being exposed to public areas. Aside from health risks, these front liners are also a mistreatment subject from violators. A crucial role of barangay officials in containing the spread of the pandemic is to strictly implement ECQ regulation, strengthen the implementation of protocols and guidelines at the community level and they would need the inputs of barangays in the identification of households to be given new quarantine passes and in strictly observing its regulation, but this cannot be easy without the cooperation of every person leaving in one community because still there are many violators. The objective of this study was to assess the implementation of the BAYANIHAN ACT, to combat the COVID-19 pandemic in the Philippines. To answer this, the researchers conducted a survey and collected some data regarding the implementation of the BAYANIHAN ACT during the pandemic. They determined the duties of Barangay officials in a community and the effects of the Bayanihan act in barangay. In this study, the researchers used the descriptive method of research because of its appropriateness to the nature of the study which involved data gathering, tabulation, interpretation, and analysis. The salient findings of this study are, having the lack of funds of some barangays, the Bayanihan Act was very effective in combatting covid-19, and the primary problem of barangay officials are hard-headed violators who violate safety precautions. The researchers’ recommendations are implementing a fundraising program, maintaining their good performance, implementing stricter punishments, and requiring each citizen to have fully vaccinated to reduce cases. For the output, the researchers created a Plan of Activities that are connected to the researchers’ conclusions and recommendations for the barangay officials to address their problems in conducting the Bayanihan Act.
