An Assessment of the Implementation of Ordinance No. 2019-110 In Catanauan Quezon: Basis for a Proposed Action Plan

Abstract
The purpose of the study was to create an action plan that will improve the
implementation of Ordinance No. 2019-110 in Catanauan Quezon also known as an
ordinance requiring all establishments along the main road to provide parking spaces
for customers, and providing penalties for violation thereof. Illegal parking can lead
to reduce traffic speeds, congestion, and loss of revenue for business establishments
violates health and safety protocols, affects maintaining peace and order, and
preservation of comfort and convenience of the inhabitants in the community.
Frequently the municipality of Catanauan Quezon experienced traffic congestion
specifically on main roads due to parked vehicles along right-of-way as per the office
of the Sangguniang Bayan. To implement an appropriate response, it is vital to
understand the causes and patterns of illegal parking henceforth, to know the
people's understanding or awareness of the municipal ordinance.Results show that there is an uncontrollable number of vehicles without
parking spaces at home. Moreover, a lack of road planning in the municipality of
Catanauan was also observed. Likewise, the store/ merchandise is located on a
major road where there is no allotted parking lot for the customers. The study also
showed that parking is not allowed in any place which is not designated as parking
for all types of vehicles. It showed that the common problem encountered in the
implementation of rules and regulations in parking is the information dissemination
and the utilization of the loading and unloading zones.
It is recommended that the local government should create an ordinance
encouraging the community to have parking space at home before acquiring a
vehicle. The municipal development council with the help of the barangay local
government units may design long-term urban planning that will sustain the road
capacity in the next twenty years. All drivers may follow the traffic and road signs
including the loading and unloading zones properly.
