Abstract

The study assessed the effects of Oplan Sita of PNP in minimizing motorcycle violators. It specifically determined the common motorcycle-related violations and the perception of the respondents about the violators. Also, it measured the level of effectiveness in minimizing violators. The study utilized the descriptive survey method of research and was conducted in the city of Lucena among selected barangay officials and police officers. Results revealed that discipline is the most common problem faced by motorists. Such ranges from giving space to other vehicles in parking up to the giving respect to fellow motorists. Generally, Oplan Sita was perceived by the respondents as a way to develop a sense of responsibility and discipline among drivers. Highlighted also in the result is the disallowing of minors to drive which is considered one of the contributors to road accidents. Moreover, carrying of illegal firearms which threatens the safety and security of the community and this is one of the valid reasons why this operational activity is being pushed by the government, particularly the law enforcers. With these findings, a program plan educating the motorists about Oplan Sita was proposed and developed to better enhance the effectiveness of this operational activity. The use of different ways of disseminating information such as print ads, television, radio, and social media is also recommended. Malpractices in some government agencies should be checked to ensure the positive response of the public specifically the motorists to the program.
