HRD leads OBE seminar-workshop refresher to strengthen curriculum, QA practices

To enhance advanced OBE implementation, assessment alignment and global quality assurance, the Human Resource Department of Manuel S. Enverga University Foundation, in collaboration with the 3D Faculty Development Program Committee, conducted an “Outcomes-Based Education Refresher” at the Library Seminar Hall, Feb. 20. 

Ninety-four faculty members attened the seminar-workshop and engaged in focused discussions and revisited best practices that support global academic standards and continuous improvement in curriculum delivery.

Dr. James Louie Meneses, subject-matter expert on Advanced Outcomes-Based Education and Global Quality Assurance, helped organize the session, which featured Luisito Lacatan, PhD, PCpE, from the Polytechnic University of the Philippines as resource speaker.

Lacatan discussed designing outcomes-based assessments, aligning learning outcomes with instructional strategies and applying quality assurance standards in higher education to ensure measurable and meaningful student achievement.

“Effective outcomes-based education begins with clear alignment between what we teach, how we assess and the competencies we expect from our graduates,” Lacatan emphasized.

The refresher session strengthened institutional efforts to maintain high-quality instruction and reinforce accountability in teaching and assessment practices.


The learning session reflected the University’s commitment to Excellence and Fortitude by continuously enhancing faculty competence and academic standards. It also advanced outcomes-oriented education by ensuring that teaching, assessment and quality assurance remain aligned with global benchmarks.
