MSEUF HRD supports 'Bawal Bastos' law; reinforces commitment to safe, decent spaces

In its continued commitment to providing a safe, inclusive, and respectful environment for all, the Manuel S. Enverga University Foundation (MSEUF) though the initiative of Human Resource Department (HRD) has reinforced Republic Act No. 11313, also known as the Safe Spaces Act or Bawal Bastos Law, effective Sept. 9. 

In a recently issued memorandum, Dr. Maria Sylvia S. Avila, Director of the Human Resource Department, outlined the rationale behind this significant move. She emphasized that the policy not only ensures compliance with national law but also reflects MSEUF's proactive stance in protecting the well-being of its community members.

“The implementation of the Safe Spaces Act at MSEUF is more than just a legal compliance,” Dr. Avila explained. “It’s an affirmation of our shared responsibility to create a space where everyone feels safe, respected, and valued. This law reinforces our institutional culture of dignity, equality, and professionalism.”

Dr. Avila further stressed that maintaining a safe environment directly aligns with the core principles of SDG 8: Decent Work and Economic Growth, which promotes fair and respectful workplaces that are free from harassment. She noted that “Ensuring a harassment-free workplace contributes to the productivity, well-being, and job satisfaction of our employees. It promotes a workplace where everyone can perform at their best, knowing their rights and dignity are safeguarded.”

The policy outlines that any form of gender-based sexual harassment—whether verbal, physical, or online—is strictly prohibited. Acts such as catcalling, persistent unwanted advances, offensive gestures, and online harassment or stalking will not be tolerated. Individuals who experience or witness such behavior are encouraged to report incidents to the MSEUF Gender and Development (GAD) Technical Committee, the Human Resource Department Office, or the Office of Student Affairs and Services. Reports can be made in person or through corporate email, with strict confidentiality assured.

The Safe Spaces Act is designed to protect individuals from gender-based sexual harassment in public spaces, workplaces, educational institutions, and online environments. At MSEUF, this underscores the university's commitment to ensuring that every member of its community—whether faculty, employees, or students—can thrive in an atmosphere of respect and dignity.

The policy not only strengthens MSEUF’s internal culture but also contributes to the broader goals of sustainable development by advocating for SDG 5: gender equality, SDG 8: promoting decent work conditions, and SDG 16: building stronger, more just institutions.

MSEUF's leadership encourages everyone to take part in this crucial initiative, which stands as a testament to the university's commitment to both the local community and global standards of respect and fairness.
