Abstract
Waste management planning and implementation is an important economic, environmental, technical and administrative issue for national and international agenda. It is largely regulated by legislation and policy implemented at the municipal level, but there were significant provincial regulations that may come into play. In some instances federal regulations may also be relevant, particularly if dealing with hazardous substances or shipping waste across provincial boundaries. This study attempted to determine the effectiveness of waste management plan at sea and port facilities. This sought to find out the methodology of waste management plan and the effectiveness at sea and port. This employed the qualitative-descriptive method of research that made use of discourse analysis and qualitative analysis. Respondents are the local residents within the area, port staff and the management. Data were taken from local residents within the area,
