IMPLEMENTATION OF PATROL 101 OF THE PHILIPPINE NATIONAL POLICE AND ITS PERCEIVED IMPACT ON THE SECURITY AND SAFETY OF THE MUNICIPALITIES IN THE PROVINCE OF CAMARINES NORTE

Abstract
The study focused on the evaluation of the implementation of Patrol 101 of
the Philippine National Police and its impact on the security of the municipalities
in the province of Camarines Norte. The study used the quantitative descriptivesurvey method of research in the analysis of data. It employed residentrespondents who were chosen through convenience sampling. Frequency,
percentage, weighted arithmetic mean, and ANOVA were used as statistical
treatment.
Findings revealed that non-index crime rates were higher than index crime
rates. Daet experienced the most number of both index and non-index crimes.
More crimes were committed in places or localities with higher population density
since there were significant differences in the crime rates among the
municipalities of Camarines Norte. The higher the population, the higher the
number of crimes considering the insufficiency of number of police officers
assigned to the locality. Also, it was found out that there was no significant difference in the index crime rates among the municipalities of Camarines Norte
before (2011-2013) and after (2014-2016) the implementation of the PNP Patrol
101. This implies that the local police stations have to further enhance the
implementation of the provisions of the program to eliminate or at least reduce
index crime rates. However, there was a significant difference in the non-index
crime rates among the municipalities of Camarines Norte before (2011-2013) and
after (2014-2016) the implementation of the PNP Patrol 101. This implies that
local police stations are doing well in the promotion of elimination and/or
reduction of non-index crimes among the municipalities of the province. Further,
the municipalities in Camarines Norte were compliant with the provisions of PNP
Patrol 101 in terms of crime prevention and police-community cooperation.
However, the crime rates were still high and had no significant difference before
and after the implementation of the PNP Patrol 101. This calls for further
enhancement of the implementation of the program to achieve zero crime target.
It was revealed that the implementation of the PNP patrol 101 has an effective
impact on maintaining peace and order through crime prevention and police community cooperation among the municipalities in Camarines Norte.
