THE MANAGEMENT AND UTILIZATION OF THE MOOE IN RELATION TO THE NEEDS OF THE BARANGAY SCHOOLS IN PATNANUNGAN AND JOMALIG DISTRICTS

To enhance quality education, it is mandatory to make sure that the required finance is obtained on time and the existing financial resources should be utilized properly in schools. Hence, there is a strong need to create a transparent system in schools that clearly indicates the sources of finance as well as its allocation and utilization. Schools are expected to utilize the budget properly and report their performance to the relevant executive bodies for monitoring and evaluation. Furthermore, school finance utilization must be carried out in accordance with the finance rules and regulation. This study provides a literature discussion on the general management concept, as well as the essences of financial management in the school setting. The study also sought to assess how school heads manage and utilized the MOOE. Likewise, the involvement of the stakeholders in the planning and budget implementation of the MOOE Projects. School heads, teachers, and PTCA Officers made up the sample of this study. Questionnaires were used to determine the views of these participants regarding how funds are managed and utilized in their schools. Quantitative data analysis was employed in this study. The key findings were school heads single-handedly managed and utilized the MOOE fund, as well as the accountability and reporting, was overlooked. Moreover, it was also found out that the budget implementation was frequently manifested, the DepEd guidelines in the procurement and disbursement of the MOOE Fund were strictly followed and school heads make sure that the MOOE Project were utilized and liquidated on time. This study recommended that each school should create a sound financial policies that will serve as guide in the disbursement of school funds as well as financial committee in addition to the DepEd guidelines policies who will participate in the planning, implementation and monitoring of the school finances including MOOE Fund in order to attain the most of its objectives, Records of financial statements should be published and communicated to teachers and parents quarterly to avoid uncertainties, Principals should improve on transparency and accountability in schools’ financial management practices at all times.
