LEVEL OF IMPLEMENTATION OF THE BARANGAY DRUG CLEARING PROGRAM OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) OF SELECTED BARANGAYS IN ALBAY: BASIS FOR THE DEVELOPMENT OF A BARANGAY LEVEL COMMUNITY REHABILITATION PROGRAM FOR DRUG SURRENDEREES

Abstract

This study aimed to evaluate the level of implementation of the Barangay Drug Clearing Program of the selected barangays in the second district of Albay province. To facilitate the study, the researcher used descriptive method of research. The respondents of the study were the barangay officials, drug surrenderees and police officers in the two selected municipalities and city in the second district of Albay. In choosing the respondents of the study, the researcher used complete enumeration technique for barangay officials, drug surrenderees and PNP respondents. Weighted arithmetic mean was utilized to evaluate the level of implementation of Barangay Drug Clearing Program, the problems encountered as well as the evaluation of the level of effectiveness of the Barangay Drug Clearing Program of the Barangay Anti-Drug Abuse Council to have a drug-free community. In addition, Kruskal Wallis H, a non-parametric procedure was used to compare the responses of the barangay officials, the residents, and the PNP respondents regarding the following: Pre-operation phase, Operation phase and Post-operation Phase of Drug Clearing Program, while Mann-Whitney u, was used to compare the perceptions of the respondents in terms of the problems encountered and level of effectiveness of the BADAC programs in selected barangays in the second district of Albay. Survey questionnaire was used to facilitate the collection of data from the respondents. Data revealed that the pre-operation phase, operation phase and postoperation phase of BADAC program are implemented. However, topmost problem encountered is the lack of rehabilitation facilities. It is recommended that a Barangay Based Rehabilitation Program be strengthened in the implementation of the Drug Clearing Program.
