Abstract

The study is primarily concerned with assessing the quality of public elementary school teachers based on the Philippine Professional Standards for Teachers (PPST) which was issued through DepEd Order no. 42, s. 2017. These standards have set the career stages and parameters in evaluating the teacher quality. In particular, the study intended to determine the demographic profile of the responde nts, assess the quality of teachers based on the PPST, identify the motivating factors in improving the teachers’ quality, and develop a career development plan for teachers. In order to meet the said goals, this study employed triangulation approach to research. This study used a mixed method using the quantitative and qualitative data. Likewise, the study was limited to, public elementary school teachers and school heads as the respondents and participants of the study. To gather the needed data, the study employed two sets of instruments to obtain the needed data. The first instrument was a survey checklist to gather the quantitative data, and the second instrument is in the form of unstructured interview guides. It was revealed that teachers are generally highly proficient in terms of content knowledge and pedagogy, learning environment, diversity of learners, curriculum and planning, assessment and reporting, community linkages and professional engagement, and personal growth and professional development. However, there are still strands in the PPST that need further enhancement. These were validated and attested by the results of the Focused Group Discussion among the group of teacher respondents and school head respondents. The teacher and school head respondents likewise, have the same perspective on the motivating factors in improving teacher quality along survival, affiliation, self-esteem and fulfillment motives and strongly agree with self-esteem and fulfillment motives.
