PHILIPPINE NATIONAL POLICE P.A.T.R.O.L PLAN 2030: A FLAGSHIP PROGRAM TOWARD THE TRANSFORMATION OF POLICE

Abstract

Primarily, this research study focused on the impact PNP P.A.T.R.O.L PLAN 2030 in changing the image and credibility of the police and the problems encountered in the program implementation. In determining the sample size of the respondnets, the researcher considered the total population of the research locale, level of the confidence at 95% and the margin of error at 5%. Quota sampling was utilized in identifying the target respondents composed of professionals and non-professionals from the 2nd District of Quezon Province. Moreover, the descriptive method of research was utilized to describe the views of the respondents on the impact of P.A.T.R.O.L PLAN 2030. A self-made survey questionnaire was used to evaluate the impact of the program, the problems encountered, and the views of the two groups of respondents on the how the PNP P.A.T.R.O.L PLAN 2030 change the image of the police, which was analyzed and interpreted using weighted arithmetic mean. Likewise, to properly interpret the data, Mann Whitney U test, a non-parametric procedure was used to compare the responses of professionals and non-professionals on their views on how P.A.T.R.O.L PLAN 2030 enhances police image and credibility among the community. The findings revealed that the respondents believed that that the various programs of P.A.T.R.O.L Plan 2030 are effective because they reduce crime occurrences and make the community safe. An analysis of the crime volume for the year 2017 and 2018 shows a dropped of 43. 90%. Furthermore, the two groups of respondents evaluated as effective the crime prevention strategies and community mobilization support and participants. Through this research endeavor, the researcher was able to formulate an assessment instrument regarding the impact of P.A.T.R.O.L PLAN 2030 to the community to help them track their progress in enhancing police performance.
