AN ANALYSIS OF THE IMPLEMENTATION OF THE COMPREHENSIVE JUVENILE INTERVENTION PROGRAM FOR CHILDREN IN CONFLICT WITH THE LAW

Abstract

The study assessed the implementation of the comprehensive juvenile intervention programs provided to children in conflict with the law (CICL). It specifically identified the extent of participation of the CICL and other concerned agencies in these programs, the implementation of the programs in terms of performance of personnel and accomplishment of objectives, problems encountered, and perceived impact on the reformation and reintegration of CICLs. The study utilized descriptive survey method of research and was conducted in CALABARZON among selected social workers, non-government organizations (NGO’s), CICL under center-based intervention as well as their parents or guardians. Results revealed that the CICL extensively participated in the comprehensive juvenile intervention programs, whether primary, secondary, or tertiary interventions. Apparently, parents and children respondents found the implementers very good in terms of their performance of functions. The objectives of the program were also perceived as generally effective in terms of assisting, preparing for reintegration, and modifying behavior of the children. While the implementation of the program is primarily concerned with the welfare of the children, victims were not involved in the rehabilitation process, parents’ involvement was often neglected, and social workers only have supervisory functions. Having overworked staff was also a problem. However, the comprehensive juvenile intervention program generally helped in the reformation and preparation for the reintegration of the CICL. With these findings, a program plan for juvenile intervention was proposed and developed to better enhance the effectiveness of the comprehensive juvenile intervention programs. The active participation of the parents during the intervention process is also recommended. Additional social welfare officers and houseparents should be employed to facilitate the programs better.
