LEVEL OF IMPLEMENTATION OF PNP OPLAN DOUBLE BARREL IN THE PROVINCE OF CAMARINES SUR: BASIS IN FORMULATING A HOLISTIC REHABILITATION PROGRAM FOR DRUG SURRENDEREES

Abstract

This study assessed the level of implementation of the PNP Oplan Double Barrel Project Tokhang in the Camarines Sur. It focused on the program level of implementation, seriousness of problems encountered in the program implementation, effectiveness of intervention strategies adopted to enhance the implementation of Oplan Double Barrel. Quantitative descriptive method of research was utilized to gather all necessary data with the aid of a closed structured survey questionnaire. The respondents were the PNP tokhangers, Provincial Anti-Drug Abuse Council (PADAC), drug surrenderees, and community members. The PNP tokhangers and PADAC respondents were chosen using complete enumeration, simple random sampling was used to select the surrenderees, and stratified random sampling was used to identify the community respondents. Their responses were analyzed and interpreted using frequency, weighted mean, Kruskal-Wallis H test, and Mann-Whitney Utest. Results revealed that the pre-operation phase, operation phase, and postoperation phase of Oplan Tokhang are implemented. However, there were problems on the scarcity of financial resources to provide the health and other social services, insufficiency of manpower or rehabilitation personnel, and limited rehabilitation facilities. It is therefore recommended that the government should find means to increase budget allocation for the rehabilitation services and adopt the holistic rehabilitation program prepared in this study to ensure effective treatment of the drug surrenderees.
