TRANSPARENT, ETHICAL, AND ACCOUNTABLE (TEA) GOVERNANCE FOR SUCCESSFUL SCHOOL MANAGEMENT IN SELECTED PUBLIC ELEMENTARY SCHOOLS IN REGION IV-A CALABARZON

Abstract

The study determined the extent of Transparent, Ethical and Accountable (TEA) governance in selected public elementary schools in Region IV-A CALABARZON. This descriptive study used a self-made survey questionnaire as a main tool in gathering the needed information about the problem. Structured interview was also conducted among school heads to ascertain the facilitating and debilitating factors that affect the success of school management. The overall response of the group of respondents (school heads, teachers and parents) indicated their consensus on the extreme implementation of the TEA governance. Significant degree of agreement were indicated in terms of the school head’s length of service in terms of regular financial reports, strong merit system, and in keeping the schools safe and eco-friendly in terms of age of the teacher-respondents. In terms of the significant degree of agreement as to the responses made by the three groups of respondents regarding the extent of implementation of the TEA governance, the overall TEA governance implementation are not significantly different except in terms of strong merit system, collaborative partnership, uphold work and professional ethics, and regular financial reports. Based on the conclusions drawn from the study, teachers and parents should continue their support in the effective approaches on school-based management which reflect transparency, ethical and accountable leadership through collaborative partnership and involvement of all stakeholders. Advocacy of TEA governance should be given focus by the Department of Education.
