EVALUATION OF THE IMPLEMENTATION OF TRAFFIC RULES AND REGULATION IN CONGESTED AREA IN GOMEZ STREET OF LUCENA CITY AS PERCEIVED BY MOTORISTS AND COMMUTERS OF LUCENA CITY

This study aims to evaluate implementation of traffic rules and regulations in congested area in Gomez Street of Lucena City as perceived by motorists and commuters. The gathering of data was conducted in congested area in Gomez Street of Lucena City and the researchers utilized the quota sampling method of research. A total of 100 respondents answered the questionnaire composed of 60 motorists and 40 commuters. Findings revealed that in handling traffic flow,the respondents perceived that the presence of traffic enforcer helps to avoid traffic congestion in the flow of vehicle. Likewise, thetraffic enforcers are giving the proper information about traffic laws. Meanwhile, the perception of respondents on the level of effectiveness of the implementation of traffic rules and regulations in terms of traffic control supervision, is effective in the driving under the influence of liquor are strictly prohibited.In terms of inspection, is effective to the inspection for all vehicles is favor for some drivers because they lessen the collorum vehicles, in terms ofsafety and hazard situation management, visibility of traffic sign in every corner of the street helps to avoid any accident. Furthermore, in perception of the motorists and commuters in common problems, drivers who not follow the proper loading and unloading area is cause of traffic in the roadand the drivers who violate the traffic laws are the cause of traffic in road the obstacle in the road is the cause slow movement of the vehicles.
