THE PNP IN RESPONDING TO CRIME SCENE IN SELECTED POLICE STATION IN QUEZON PROVINCE: RECOMMENDATIONS FOR EFFICIENT POLICE RESPONSE

ABSTRACT
This study was conducted for the purpose of determining the PNP in responding to crime scene in selected police station in Quezon province and recommendations for efficient police response. Specifically the study sought to answer the following questions: find out the demographic profile of the respondents in terms of age, sex, educational attainment and experience in current position; efficiency of the PNP in their duties and responsibilities; and o find out the level of problems met in responding to crime scene. The respondents of the study were 50 police officers . The researchers used the descriptive method of research because it is a fact-finding scheme designed to enable the researcher to adequately and accurately interpret data collected as well as the result of the findings. In computing the data, the researcher used weighted arithmetic mean. Majority or 42% of the respondent ages’ range from 31-35 years old while 26% were in the ages 26-30 years old.; majority or 88% of the respondents were male and 12% were female. Majority or 88% of respondents have attained college degree. Overall, the PNP was very efficient in performing their duties as and responsibilities while they have met accessibility, contamination and managing witnesses as serious problems and collecting and removal of evidences were slight problems in responding to crime scene. It is therefore concluded that despite the serious problems met in responding to crime scene, the PNP was still very efficient in the performance of their duties and responsibilities. It is hereby recommended to conduct a mandatory review on the PNP Operational Procedure 2010- Rule 18 – Crime Response Procedure.
Review and strictly follow, the field Manual on Investigation of Crimes of Violence and Other Crimes (2011) called “The Golden Hour” which deals with the initial response to a crime scene and the initial investigation undertaken, including the conduct of interviews and profiling within 72 hours, conduct or send police officers to seminars and training on Crime Response Procedure, sustain the efficiency of the police responded to make the police department more efficient and effective at the crime scene. Strengthen the barangay brigade which is in-charge of quick response or notifying the police on crimes committed. Provide the police station with response vehicles, radios and other essential equipment to respond on crime incidents particular in far flung areas. Secure communication gadgets for easy access of information that need quick response. And last revisit and review the problems met and consider some solutions to resolve them.
