Abstract

This study focused on the level of effectiveness of the registration of vehicles by the Land Transportation Office Lucena City in terms of the three processes namely vehicle inspection, emission testing, and test drive. The methods used as well as the problems encountered were also determined. Using descriptive approach, 100 motorist respondents were randomly surveyed in Lucena City, mostly in the LTO area and other random places. Frequency, percentage, weighted mean, and ranking were used in the interpretation of data. Results of the study revealed that the respondents found the registration of vehicles in terms of vehicle inspection, emission testing, and test drive effective. However, the most serious problems in the registration of vehicles were the delayed production of plate numbers and the long and sluggish process of registration. These findings suggest the need to further improve the service of the LTO in the registration of vehicle to achieve the highest level of effectiveness. The issuance of sticker and plate numbers should be hastened so as not to bring inconvenience to the motorists. They should also upgrade the present equipment used for production of stickers and plate numbers and the time of issuance should be shortened, if possible. The LTO Lucena City should strictly eradicate fixers among them to be fair with other motorists who observe the proper procedures on registration.
