SENATE BILL NO. 2529 THE ANTI-CELLULAR PHONE USE WHILE DRIVING ACT OF 2008 AS PERCEIVED BY SELECTED DRIVERS IN LUCENA CITY
Abstract
This research study focuses on the perception of the respondents on the Senate Bill No. 2529, The Anti-Cellular Phone Use While Driving Act of 2008. It also includes the level of awareness of the respondents’ on the bill, the perception on using cellular phone while driving. Moreover, the study seeks to know the perception of the respondent with regard to the contents of the bill, scope of the bill and penalty/ sanction.
The total population of 100 respondents was divided into three (3) groups. The first group is composed of 40 selected bus drivers, second group is composed of 30 selected jeepney drivers and third group is composed of 30 selected van drivers. A self-made questionnaire was used and personally given to the respondents. Percentage, ranking, weighted mean, were used to evaluate and analyze the gathered data.
Results show that using cellular phone while driving causes distraction for the driver that can abate the 100% attention in controlling the wheel that could cause affliction to the passengers and to the drivers of the other vehicle. In terms of contents of the provision, the drivers agreed that it advocated the security and safety of the drivers. Likewise, Anti-Cellular Phone Use Bill would help on the prevention of continual usage of cellular phone while driving. The study further revealed that the perception of the respondents on the bill implies that using cellular phone while driving would greatly affect the drivers’ attention on the wheel.
Since using cellular phone while driving is the heated topic nowadays, the researchers recommend that the union of drivers on the Lucena City Grand Terminal undergo seminar regarding this bill to become more familiar on the contents, scope and punishment, and to prevent the accident brought about by cellular phone while driving.
