ASSESSMENT OF SECURITY MEASURES UTILIZED IN SELECTED COLLEGES AND UNIVERSITY IN LUCENA CITY: BASIS FOR IMPROVEMENT

Abstract

The study focuses on Assessment of Security Measures Utilized in Selected Colleges and University in Lucena City and the security policies utilized by the security agencies to secure the colleges and universities, the different equipment used by the security agency in securing the colleges and university, the level of effectiveness of the security measures implemented in selected colleges and university in Lucena City, and the problems encountered by the students relative to security in the school. The researchers used the descriptive survey method of research with the application of research serves in order to gather information and date based on the perception of the respondents will be conducted in selected colleges and universities in Lucena City composed of St. Anne College of Lucena Inc. (SACLI), Sacred Heart College (SHC), Calayan Educational Foundation Inc. (CEFI), and Manuel S.Enverga University Foundation (MSEUF). There will be 25 respondents from each school with a total of 100 respondents composed of student. That majority of the respondents were in 17and 18 years old, this age could somehow have greater knowledge and experience in the security situation of their respective schools, and they were one of the most aware about the security policies. In terms of sex, most of the respondents are female, they can give substantial answers about the given problems and majority of the respondents are in college level. In terms of implementation of security policies to secure the safety of the students, wearing proper school uniform is the common security policies that have been implemented on School A, School B, School C, and School D, in order to prevent the outsiders or intruders from coming inside the campus, because if a person is not wearing proper school uniform it may easily identified. Also, the policy of no smoking inside the campus and carrying dangerous weapons, including explosives and incendiary devices, within the school premises is strictly implemented and prohibited. On the other hand, offenses which disturb the peace and order of the school, entering the campus in state of intoxication, bringing liquor inside the campus are may cause threat or danger to all the people and school premises which may result to injury, destruction and possible death. As regards in the policies of parking of the vehicle/s in determinate parking lot, blowing of horn which unnecessarily within the school campus, and leaving running appliances such as electric fan and lights in the classroom when not in use, are also observe in order to secure the security and safety inside the campus. On the other hand, No ID No Entry and distributing, selling and using any form of prohibited drugs, substances or paraphernalia within the campus and its perimeter are prohibited were rated least by the respondent were implies the need to improve on this aspect. Flashlight, radio, first- aid kit, security guard baton, whistle, and firearms are the common equipment use by the security guards as seen by the respondents in School A School B, School C and School D. On the other aspect, metal detector have got the least rating as perceive by the respondents which will need to improve in order to be organize and perform their duties well in some kinds of situation and response quickly, like detecting whether a person entering in the school campus has/have a firearm/s, explosive/s, ammunition/s or any other deadly weapon in his/her possession. As seen by the respondents the most effective security measures used in securing the schools are walls and fences which serve as the common perimeter barriers of the campus. The problems encountered by the students in relation to security procedures are lack of parking lots near each department, misunderstanding between student/s and school personnel’s due to unfriendly approach, and lack of sufficient security guard forces during conducting school activities and programs. This problems may lead to car napping incidents, commotion between the students and school personnel’s, and disordered school activities and programs without the supervision of security guards.
