IMPLEMENTATION OF THE FIVE PILLARS OF TRAFFIC IN THE CITY OF LUCENA: BASIS FOR IMPROVEMENT

ABSTRACT
This study was conducted to analyze the implementation of five pillars of traffic in Lucena City by measuring the attention given to each pillar. These pillars include traffic education, enforcement, engineering, economy, and environment. The researcher used the descriptive method of research and employed randomized sampling. It revealed that among the five pillars of traffic, implementation of traffic enforcement concerns and traffic educations concerns must be given the most attention. Based on the results it is concluded that on traffic education, there are limited sources available for the respondents to learn about the traffic, there is a need for the LTO to take action on this matter and to strictly implement the procedures on the issuance of licenses, and they have to add more effort reaching the public, at least the drivers, by conducting mandatory seminars not only about laws and signs but also teaching and reminding drivers proper conduct and manners while on the road. On the traffic enforcement, the PNPTMG have to reassign the traffic police officers on the street to promote the traffic police visibility and to build more fear on those would be violators. On the traffic engineering, they need to propose an ordinance that will lessen the volume of vehicles in the city of Lucena, well at least the coding of PUV’s and Private vehicles.
