Level of Performance by CSWD and Other Agencies in the Implementation of Presidential Decree No.1563 also Known as the Anti-Medicancy Law of 1978 on the Control and Eradication of Mendicants in Lucena City

Abstract
Mendicancy is a crime, however, mendicancy has become a way of life for some people. Everyday you can see beggars in the streets, roads and in different places, roaming and begging for money. Mendicancy is a form of poverty. Poverty creates mendicancy. Mendicants are rampant, however, there is an existing law called Presidential Decree No. 1563 also known as the Anti-Mendicancy Law of 1978, its goal is to eradicate and control mendicants. The primary responsible government institution to execute this law is the Department of Social Welfare and Development with the help of the other agencies like the Philippine National Police. This research focuses on the services provided by the CSWD employees and police officers to resolve the issues regarding the mendicants. The intent of this thesis is to level the performance of the CSWD employees and police officers in order to show if the services stated in the Anti-Mendicancy Law is well implemented. Through the analysis and quantitative statistics, this thesis evaluates the result of the performance of the CSWD and police officers as responded by the CSWD, police officers and citizens of Lucena.
