LEVELS OF IMPLEMENTATION OF THE MOTORCYCLE HELMET ACT OF 2009 AS PERCEIVED BY THE MOTORCYCLE RIDERS IN LUCENA CITY

ABSTRACT
This study aimed to determine identify the levels of implementation of the Motorcycle Helmet Act of 2009 base on the perception of the respondents in Lucena City.
The study revealed that Majority of the respondents was in the age bracket male of 22 while female belong to the age group 28 years old. Most of them were single and secondary graduate and majority of the respondents were driver. The respondents admitted that common reasons of the motorist why they avoid wearing helmets are the statement “Not wearing because they are going nearby” ranked first with weighted mean of 4.48, that, “Uncomfortable in wearing helmet ” with weighted mean of 4.43 as ranked 2 and the statement “Seldom inspection of helmet” got third in ranked and have a weighted mean of 4.28. The respondents agree that “There are police that are scattered along the way that remind the motorist” got the first in rank, that statement “Encouraging the motorist to use the helmet.” with a weighted mean of 3.77 is the second in rank. That “LTO official explain the importance of using helmet in application of driver’s license”with a weighted mean of 3.65 as third in rank as the strategy in implementing the Motorcycle Helmet Act of 2009. The respondents agreed that “There are “check points” that make sure that they use helmet”is considered as the number one in rank, that statement “There are “check points” that make sure that they use helmet” got the second rank followed by statement “There are LTO officials that checked the licensed and ICC sticker on their helmet to make sure they are following the law ” with weighted mean of 3.64. The respondents agree that “Those who are not wearing helmet they immediately given disciplinary action” got the highest in rank followed by the statement ““For every offense there are certain penalties.” with a weighted mean of 4.11 and statement “During the observation of the LTO officials they check one by one the motorist and their helmet “ got the third in rank with a weighted mean of 3.95. Lastly, the respondents agreed that “This law is to discipline the driver of the motorcycle to the right use of helmet”got the highest in rank with a weighted mean of 4.97 followed by the statement “Thislaw is to help support the head of the motorist if accident happened” with a weighted mean of 4.77. The statement “This law is to help motorist to avoid having accident ” with a weighted mean of 4.66.
