ELECTRONIC BLOTTER SYSTEM: ITS EFFECTIVENESS AND RELIABILITY AS A TOOL IN RECORD MANAGEMENT IN SELECTED POLICE STATION IN QUEZON INCLUDING QUEZON POLICE PROVINCIAL OFFICE
Abstract
This study aimed to determine the effectiveness and reliability of Electronic Blotter System as a tool in record management. The gathering of data was conducted in Lucena City Police Station, Tayabas City Police Station, Pagbilao Municipal Police Station, Sariaya Municipal Police Station Candelaria Municipal Police Station, Lucban Municipal Police Station and Tiaong Municipal Police Station as well as Quezon Police Provincial Office through descriptive research. A total of 25 police respondents who have attended e-blotter trainings/seminars and were familiar to this new system answered the survey questionnaire.
Results revealed that the e-blotter system makes possible the easy retrieval of information, has reliability in terms of record keeping, and provides quick and accurate data on crime incident which is essential in the investigation and deployment of law enforcers. This implies that the system is very effective and reliable in terms of creation, storage, maintenance, and retrieval of data.
Meanwhile, the problems encountered in using the system include the personnel in charge of it. Some application of e-blotter system are not totally developed and some police personnel lack skills in using the computer considering that the success and reliability of information is human dependent.
Since the PNP-Information Technology Management Service (PNP-ITMS) is concerned in this matter, it is recommended that they should develop an application for the electronic blotter system which can provide photographs of persons or things involved in the crime to identify persons or things needed in the progress of the investigation. Moreover, they should create an additional category on the cases without spot report because a simple case is still a part of the records of the police station. They should also conduct an evaluation of the electronic blotter system to identify what should be enhanced to make it more effective.
