LEVEL OF IMPLEMENTATION OF RULE XXVII OF THE BJMP MANUAL AS PERCEIVED BY THE SELECTED INMATES IN QUEZON PROVINCIAL JAIL

This study aimed to determine the implementation of Rule XXVII Custody, Security and Control, Emergency Plans, Movements and transfer.of Prisoner and Detainees in BJMP Quezon Provincial Jail. The gathering of data was conducted at Quezon Provincial Jail through descriptive-evaluative research. A total of 50 inmates who are detained in Quezon Provincial Jail answered the survey questionnaire. Results revealed that Rule XXVII of the BJMP Manual is fully implemented as perceived by the inmates of Quezon Provincial Jail. The respondents’ perception revealed that Rule XXVII in terms of inmates custody, security and control is Fully Implemented with a wam of 2.9. Rule XXVII in terms of inmates’ welfare got a wam of 2.93 with a verbal description of Fully Implemented. Rule XXVII in terms of inmates’ welfare and development program got a wam of 2.79 with a verbal description of Fully Implemented based on all indicators except for one statement which says “To grow hair in their customary style provided it is decent and allowed by the laws” with a wam of 2.32 (Partially Implemented). The respondents’ do not encounter problems while in jail as revealed in the indicators pertaining this part except for a close result in the statement which says “There are jail guards who physically hurt inmates.” Where 21 respondents answered Yes and 29 respondents answered No. Since the BJMP authorities are concerned in this matter, it is recommended that they create more programs which will be beneficial to the inmates once they are released from jail. They should also treat all inmates fairly and without bias or physical violence. They should consider that the inmates are still human beings with rights. Thus, taking all these issues into account, the BJMP authorities should be reeducated of the Vision Mission of the BJMP, their core values and functions.
