Cybercrime Trends and the Skill Gap: Police Officers’ Views on Training Relevance in Combating Digital Threats

This study analyzed cybercrime trends, law enforcement training, and challenges faced by the Philippine National Police (PNP) in combating cyber threats. Using a descriptive-quantitative research design, data were collected from 171 law enforcement personnel to assess cybercrime trends, essential skills, and training needs. Findings revealed that data theft was the most significant cybercrime in the Philippines, with over 385,000 breaches reported in 2024. The findings included limited resources and insufficient personnel affecting effective cybercrime response and the importance of legal expertise, technical proficiency, and continuous training in addressing evolving threats. A program was developed to enhance cybersecurity awareness and law enforcement capabilities in Quezon Province. This initiative included seminars and workshops for stakeholders such as AntiCybercrime Unit Officers, PNP members, local officials, and students. It focused on raising awareness of cybercrime risks, strengthening investigative procedures, and improving legal expertise. Additionally, the program promoted modernizing PNP capabilities and fostering partnerships with academic institutions to provide updated knowledge, advanced investigative tools, and specialized training. By implementing these measures, the study aimed to establish a proactive and sustainable approach to combating cybercrime in the digital age.
