Managing Female Deprived of Liberty: Challenges Encountered by Bureau of Jail Management and Penology Personnel

Abstract
This study addressed the challenges faced by Bureau of Jail Management and
Penology (BJMP) personnel in handling female Person Deprived of Liberty (PDL). The
study's goal was to identify and address the specific issues that Bureau of Jail Management
and Penology workers encountered, with an emphasis on psychological, emotional, and
operational factors. The study used a descriptive research approach, with in-person surveys
and structured questionnaires sent to 78 Bureau of Jail Management and Penology
personnel at the Lucena City District Jail. The data was analyzed using percentages,
frequency distributions, and weighted means. The results highlighted major problems,
including gender-sensitive issues, mental stress, and a lack of specialized training for
handling female Person Deprived of Liberty. Personnel used coping techniques such as
recreational activities, support programs, and professional growth. The study also examined
the effects of these challenges on personnel morale, job satisfaction, and personal lives. The
findings demonstrated the importance of focused interventions such as specialized training,
gender-responsive programs, and increased mental health care. The development of
teaching tools such as brochures was suggested to increase community understanding and support for the needs of both the Bureau of Jail Management and Penology personnel and
female Person Deprived of Liberty. These policies sought to improve the rehabilitation and
reintegration of female Person Deprived of Liberty while also providing a humane and
efficient corrections system. This study helped to understand the complexity of managing
female Person Deprived of Liberty and urged for solutions that addressed structural issues in
correctional facilities. Future research should broaden the scope to include more regions and
assess the long-term efficacy of recommended solutions.
