Abstract

The purpose of this study was to determine the challenges encountered by the Bureau of Jail Management and Penology Officers in transferring detainees to court. Specifically, this study aimed to identify the problems faced by BJMP during the process of transferring detainees in terms of logistics, coordination and Communication, and to determine the strategies to solve the encountered problem during the transfer of detainees. The researchers employed descriptive method for this study as well the purposive sampling in choosing the 54 BJMP officers. Data were analyzed using WAM and percentage. The study revealed that most respondents were males aged 36–40 and had 16–20 years of service. Demographic data highlighted both strengths, like experience, and challenges, such as gender imbalance. Results showed that delays in detainee transfers were mainly due to clerical inefficiency, missing information, and poor coordination. Communication issues and limited resources were also frequent concerns. Respondents strongly agreed on the need for standardized procedures, training, and collaboration among agencies. The findings suggest the importance of improving communication, data management, and policy implementation to address common problems in the detainee transfer process. Standardized protocols and procedures can guarantee consistent adherence to logistical and legal requirements while streamlining processes. Investing in contemporary technological instruments can improve the capacity for information sharing and communication. Ultimately, methods are developed to address the identified challenges on BJMP and increase community awareness through brochure infographics based on the research findings.
