An In-Depth Analysis of the Lupong Tagapamayapa’s Understanding of Barangay Justices’ Practices

Abstract

This study aimed to explore the Lupong Tagapamayapa and the Barangay Justice System in the Philippines, emphasizing their importance in grassroots governance and community-based conflict resolution. A quantitative research approach was primarily utilized, featuring surveys administered to a statistically significant sample of Lupon members, barangays officials, and residents. Additionally, statistical analysis of relevant legislation, policies, and case records was performed. Key findings underscored the vital role of the Lupon in promoting peaceful conflict resolution within the community. However, challenges such as limited resources, insufficient training, and a lack of awareness among residents were noted. The study concluded that enhancing the capacity of the Lupon through proved training programs, better access to resources, and increased community awareness is essential for the effective operation of the Barangay Justice System. Recommendations included creating standardized training modules for Lupon members, providing adequate financial and logistical support to barangays, and implementing community-based education programs to raise awareness about the benefits of the Barangay Justice System. The major final output of this study is an interactive training program for Lupong Tagapamayapa focused on equipping them with a fundamental understanding of their roles and responsibilities within the Barangay Justice System through hands-on exercises and discussions.
