ANALYZING THE INFLUENTIAL FACTORS IN POLICE OFFICER RANK PROMOTIONS: A COMPREHENSIVE STUDY ON CAREER ADVANCEMENT WITHIN LAW ENFORCEMENT

Abstract
This paper aimed to investigate postal promotion in the context of the police force with a focus on the PNP in the Philippines. The purpose of the presented research was to evaluate the correspondence of the eligibility criteria, potential biases, and effectiveness of training and development programs. A quantitative method, in particular, was employed, with a questionnaire as the main research instrument. The target respondents of this study involved forty (40) PNP police officers, across the ranks. Purposive sampling was utilized as well. Findings revealed that the majority of respondents (82.5%) are male, fall within the 21-30 and 31-40 age groups, are in the PO1-PO3 category, and have 1-5 years of experience. Also, the respondents viewed that the promotion criteria of excellent performance corresponded adequately with the job skills. Thus, it was concluded that the current eligibility requirements for PNP promotion followed systematic and organized guidelines and procedures. It is concluded that there is a critical importance of transparency, fairness, and the need to mitigate potential biases in the police promotion process. Respondents viewed the necessity for accurate and fair assessments, particularly advocating for balanced evaluations of experience, performance, and training, Lastly, it is recommended to craft a memo circulation and/or legislative guidelines about the revised and updated promotion system about criteria and mechanisms of the performance evaluation system. Thus, the researchers developed and crafted a brochure as the main output of this study.
