ECENSUSMO: Development of a Web-Based Census System with Demographic Data Analytics

Abstract
The COVID-19 global pandemic that happened a few years ago showed how important managed data is in responding to this kind of crisis. The collected Census data, commonly known as a registry of inhabitants in the barangay, is one of the resources used to provide emmediate assistance to the consituents. Still, unfortunately, it becomes a challenge to provide the needs promptly because of unreliable and untallied data from the manual process of their data management. To achieve the efficiency and effectiveness of the data being gathered, a digitized application system should be implemented. The proposed development of a web-based census system application can be another tool that local governments can use to manage their data and provide the necessary information in real-time. The system was developed using the iterative waterfall model. This software development approach combined the sequential steps of the traditional waterfall model with the fexibility of iterative design to allow improvement and chanes to be made at each stage of the development instead of waiting until the end of the project. The system was evaluated using the ISO 25010, a quality model standard to measure functionality, performance, security, and maintanability. The acceptance rate from the evaluation results indicates that the developed system meets the user's needs. therefore, adopting the system as a support tool can result in effective data management in local government that will result in good governance and public administration.
