ELECTRONIC ROGUES GALLERY SYSTEM: ITS EFFECTIVENESS AND RELIABILITY AS A TOOL IN IDENTIFICATION OF CRIMINALS IN SELECTED POLICE STATIONS IN QUEZON INCLUDING QUEZON POLICE PROVINCIAL OFFICE

This study aimed to determine the effectiveness and reliability of Electronic Rogues Gallery System; as a tool in identifying criminals in the conduct of investigation. The gathering of data was conducted in Lucena City Police Station, Tayabas City Police Station, Pagbilao Municipal Police Station, Sariaya Municipal Police Station, Candelaria Municipal Police Station, Lucban Municipal Police Station as well as Quezon Police Provincial Office through descriptive research. A total of 50 police respondents who have attended e-rogues trainings or seminars and were familiar to this new system answered the survey questionnaire. Results revealed that e-Rogues system has reliability in terms of investigation, also in record keeping of information and photographs of arrested criminals, and can provide fast transmission of data. This implies that the system is effective and reliable in terms of investigation, and data retrieval. Meanwhile, the problems encountered in using the system are that only a personnel in-charge and appointed PNP personnel can access the system and a mastery on the side of the personnel in charge, it also needs internet connection to be utilized. Since the PNP- Information Technology Management Service (PNP-ITMS) is concerned in this matter; it is recommended that they should develop an application for electronic rogues gallery system which can provide the previous cases of the criminal. They should also conduct an evaluation of the electronic rogues gallery system to identify what should be enhanced to make it more effective. Furthermore, PNP- ITMS should develop a feature were the different cases can filter or sort a case, so it can easily be seen by the investigators.
