REVISITING THE IMPLEMENTATION OF BARANGAY INTELLIGENCE NETWORK: BASIS FOR ENHANCED OPERATIONAL PLAN FOR THE PROVINCE OF LEYTE

Abstract

Crime is prevalent despite the existing laws, implementing agencies, and law enforcers that contribute to problems with the residents, families, children, and other vulnerable individuals, reducing the quality of life and financial difficulties. The study aimed to revisit the Barangay Intelligence Network (BIN) and its operational assets, liabilities, limitations, and social challenges encountered at the barangay level among the five (5) selected municipalities in the first district in the province of Leyte because of its increased crime incidents. A descriptive survey research design was employed in this study. Purposive sampling was utilized to identify the 127 police officers assigned in Burauen, Dagami, Sta. Fe, Palo, and Tanauan Municipal Police Stations and the 323 selected barangay informants among the five selected municipalities in Leyte. Results revealed the utilization of tools, devices, and equipment in the crime prevention approach of the implementers. The law enforcers’ prevention of crimes such as illegal gambling, illegal drugs, and terrorism are to a great extent. However, inherent limitations and social challenges arise during the crime prevention campaign. The police personnel and BIN informants have different perceptions of implementing BIN in preventing crimes. Therefore, the PNP must revisit the equipment and facilities as well as devices of every police station to ensure its sustainability and usability. An action plan was formulated to improve the crime prevention strategies in the first district of Leyte.
