Factors Causing the Violations of Rules and Regulations Implemented During COVID-19 Pandemic as Perceived by Barangay Officials

Abstract
This study aimed to determine the different factors affecting violations of rules and regulations implemented during COVID-19 pandemic as perceived by barangay officials. The researchers wanted to address the problems concerning the implementation of rules and regulation during the COVID-19. It is done during the pandemic period. This study is limited through Academic Year 2021 – 2022. It employed descriptive qualitative mode of research. The respondents of this study were the selected barangay officials of Lucena City. The methodology had been used is through collection of data and questionnaires. The instrument is through collecting of data from barangay is a self-made questionnaire. Validation was occurred to secure the reliability of the collected data. Results reveal that the most common frequent violations are when the social protocols. The perceived forms of violations are in the form of not wearing face masks, non-compliance in social distancing. Furthermore, it was found out that different factors are influencing the number of violations in relation to Covid-19 rules and regulations. The most common factor cited is the employability and sources of food. The researchers have concluded that majority of the respondents are concerned in their employment and stability in food provident. Moreover, it is connected to the ability of household in their preparation in food and other basic supplies. It was recommended that there is a need for intervention program addressing problems about violations in Covid-19 regulations. The main output is an intervention program addressing the effectiveness of implementation of rules and regulations.
