Competence of the Philippine National Police (PNP) in the Province of Camarines Sur in Responding to Conventional Crime Against Person as Perceived by Association of Barangay Captain Presidents (ABC), Local Government Units and Philippine National Police

Abstract
The study investigated the competence of the Philippine National Police of the Province of Camarines Sur in responding to conventional crime against person as perceived by the ABC, LGU and the PNP. It also evaluated the effectiveness of the existing activities of the PNP in addressing conventional crimes as well as the relationship of the competence of the PNP personnel and the activities addressing conventional crimes against person. Quantitative descriptive method of research using closed structured survey questionnaire was applied to determine the level of incidence of conventional crimes against person in the province of Camarines sur. A total of 494 respondents composed of the members and officers of the PNP, Local Government Officials and the ABC president participated in the study. Respondents were chosen using complete enumeration, simple random and stratified random sampling. Percentage techniques, weighted mean, and Kruskal-wallis test was used to analyzed and interpret the data. Results revealed that physical injury and rape were the most commonly committed conventional crimes against person, the PNP was perceived as very competent in terms of organization, training and logistics and competent in terms of financial resources, likewise very effective in implementing, monitoring, and evaluating activities that mitigate the occurrence of conventional crimes against person. However, they should to consider and give emphasis to the top crimes that occurred during the second and third quarter, namely physical injury and rape. Hence, the PNP should further be given trainings on conducting criminal investigation, handling people, courtesy and discipline, financial management and that adequate facilities and equipment for research and rescue operation. And adopt the competence enhancement program in responding to conventional crimes against person for PNP.
