EFFECTIVENESS AND IMPLICATIONS OF SCHOOL MONITORING AND EVALUATION PLAN ADJUSTMENTS (SMEPA) TO SCHOOL HEADS’ PERFORMANCE AS ASSESSED BY THE SCHOOL HEADS AND TEACHERS OF THE SECOND CONGRESSIONAL DISTRICT OF QUEZON A Master’s

The study focused on the access, quality, and governance aspects of the SMEPA and its implications to the school heads’ performance in terms of instructional leadership, learning environment, human resource management and development, parents’ involvement and community partnership, and school leadership, management and operations. Using descriptive research design, quantitative and qualitative data were gathered in the Second Congressional District of Quezon Province. There were 300 randomly chosen public elementary school teachers for the quantitative survey and eight school heads for the qualitative interview. Weighted mean, t-test, and ANOVA were used to analyze the quantitative data. Results revealed that the SMEPA was found much effective in terms of access, quality and governance. It also has a great extent of implications on the instructional leadership, learning environment, human resource management and development, parents’ involvement and community partnership, and school leadership. However, there are problems relative to data collection, time, accuracy of data, and use of technology. They try to address the problems by employing time management, people management, data management, and using data collection system. It is also recommended that the strategy on integrating the monitoring and evaluation be strengthened to widen access, quality, and governance of schools.
