CHALLENGES ENCOUNTERED BY TEACHERS IN A SCHOOL DISTRICT IN THE DIVISION OF LUCENA IN THE IMPLEMENTATION OF RESULTS-BASED PERFORMANCE MANAGEMENT SYSTEM (RPMS)

Abstract

The study was conducted to identify the challenges encountered by teachers in a school district. It was guided by five research objectives namely: (1) to gather data on the respondents’ demographic profile; (2) to determine the extent of the implementation of the Results-Based Management System in the four phases of the RPMS cycle; (3) to determine the significant difference between the challenges encountered in implementing RPMS and respondents’ profile; (4) to find out the degree of occurrence of challenges encountered in the implementation of RPMS; and (5) to know how the teacher responds to the challenges of RPMS. The data collection procedures were participated by 169 public school elementary teachers who were chosen through systematic random sampling. A validated researcher-devised instrument and a validated interview questionnaire were used in the data gathering. The study revealed that the four phases of RPMS cycle were implemented to a very high extent. The occurrence of the challenges encountered in the implementation of RPMS were moderately evident. Moreover, there is no significant difference on the challenges encountered by the teachers in the implementation of RPMS where they were grouped according to the respondents’ age and sex while there is a significant difference when they are grouped according to the respondents’ length of service. Lastly, the study come up with a teacher’s enhancement program in RPMS.
