ROLE OF THE 21ST CENTURY LEADERSHIP TO THE INNOVATIVE WORK BEHAVIORS OF TEACHERS IN THE DIVISION OF QUEZON

Abstract
The 21st century leadership is a skill to be developed and may not be considered inborn or hereditary. One can lead behind, or lead afar, but the demand of 21st century leadership is to lead with the followers. The study investigated the role of the 21st century leadership to the innovative work behaviors of the public elementary school teachers in the Division of Quezon. Using mixed method through questionnaires and focus group discussion among school heads and teachers, it was revealed that implementing 21st century planning was rated highest while innovating instruction and integrating communication being the lowest for the 21st century leadership skills. For the innovative work behaviors, application/ implementation was rated highest while idea generation being the lowest. In improving the school heads' roles, eliciting experienced and collective views, and practicing exemplary leadership; and for the factors constraining in demonstrating the role of 21st century leaders, promoting favorable school climate and dealing with diversity were the themes generated based from the results to unearth the lived experiences of the school heads and the teachers.In advocating 21st century leadership, school heads provide teachers training for the skills needed to become more pedagogically competent and transform innovative ideas into useful applications, contribute to the implementation of some new ideas in school, and put effort in the development of new things. It was recommended that for the improvement of 21
st century leadership, school heads should ensure through constant monitoring and instructional supervision that teachers use effective teaching techniques and strategies.
