Abstract

Waste management planning and implementation is an important economic, environmental, technical and administrative issue for national and international agenda. It is largely regulated by legislation and policy implemented at the municipal level, but there were significant provincial regulations that may come into play. In some instances federal regulations may also be relevant, particularly if dealing with hazardous substances or shipping waste across provincial boundaries. This study attempted to determine the effectiveness of waste management plan at sea and port facilities. This sought to find out the methodology of waste management plan and the effectiveness at sea and port. This employed the qualitative-descriptive method of research that made use of discourse analysis and qualitative analysis. Respondents are the local residents within the area, port staff and the management. Data were taken from local residents within the area, port staff and the management’s outcomes using the designed questionnaire. To further qualify and quantify the results, data were subjected to average weighted mean. Port personnel or actors were still contented on the waste management practices of the port. In general, the respondents agreed that there were no problems encountered in waste management of the port. However, the least three statement indicators from the study conducted should be given priority for further improvement even though its current state is still acceptable to port personnel. It is recommended that port personnel should sustain and maintain good practices in terms of waste management in the port. They should consider the low ranking statement indicators as areas for improvement even through it is acceptable on its current state. Ship personnel should comply and actively participate on the waste management practices and improvement of the port. Local officials and national government officials, continue passing legislations or ordinances in order to maintain good waste management practices in ports.
