THE IMPACT OF ODD-EVEN TRICYCLE VOLUME REDUCTION SCHEME (COLOR CODING SCHEME) IN MINIMIZING TRAFFIC CONGESTION IN LUCENA CITY

Abstract
Due to serious traffic congestion on major roads in Lucena city, an
ordinance implementing an Odd-even tricycle volume reduction scheme in the city
of Lucena or color coding scheme was implemented as a program to control the
operation of tricycles, especially during rush hours. The main objectives of the
research were to determine the level of awareness of the respondents on the
Odd-Even Tricycle Reduction Program, to identify the advantages and
disadvantages and to distinguish the level of effectiveness of odd-even scheme in
reducing traffic congestion. The methodology that the researchers used in this
study “impact of odd-even tricycle volume reduction scheme”, was descriptive
method since it is designed to depict the participants in an accurate way. After
conceptualizing the questionnaire, the sampling design that the researchers used
is the pure random sampling technique that determined the target population that
is said to be involved in the research study. After gathering all the data and
responses from the respondents the researchers came up to these conclusions:
the respondents are aware in the implementation of the Odd-even Tricycle Reduction Program, this is specifically implemented in the whole city of Lucena and
the respondents have knowledge about the penalty that will be given to them if they
did not follow the city ordinance. The respondents agreed in the advantages of the
implementation of the Odd-even scheme particularly in helping on the traffic
problems in Lucena, the route of tricycles covered in the implementation are
organized and the violators can easily be identified, however there are still
disadvantages in the part of the tricycle drivers most especially in their income
because of the limited time they are allowed to operate. The implementation of the
Odd-even Tricycle Reduction Program is very effective when it comes to the
proper flow of traffic and the assigned TFRO effectively enforce traffic rules in
Lucena City.
