Manuel S. Enverga University Foundation (MSEUF) strengthened its sustainable transportation initiatives in 2025 by introducing bicycle-sharing facilities, expanding cycling infrastructure, and implementing measures intended to encourage environmentally responsible mobility across its campus in Lucena City, Quezon.
Through the Sustainability Department, Office of the Vice President for Administration (OVPA), and Health, Safety, and Auxiliary Services Department (HSASD), the University promoted alternatives to private motorized transportation while supporting safer and more accessible movement among students, faculty members, employees, and other members of the university community.
These initiatives reflected MSEUF's commitment to environmental responsibility, campus accessibility, and sustainable institutional operations.
Introducing free bicycle-sharing services through Bisig-LETAS
On Aug. 14, 2025, MSEUF officially launched Bisig-LETAS (Leading Envergans Towards Alliance in Sustainability) at the Criminology Building Façade.
Led by the OVPA and HSASD, the project introduced a bicycle-sharing service designed to encourage cycling as an alternative mode of transportation within the University.
The initial implementation provided 25 bicycles for free borrowing by students, faculty members, employees, and outsourced personnel.
The University established designated borrowing stations near the Criminology Building, Student Lounge, and Gate 1 to facilitate bicycle access across different campus locations.
The project also included safety helmets and dedicated cycling lanes to support safer bicycle use.
During the launching activity, Vice President for Administration Atty. Dario Opistan emphasized the initiative's objectives of reducing the University's carbon footprint, improving campus mobility, and encouraging environmentally responsible transportation.
By making bicycles available without borrowing fees, MSEUF provided an alternative to motorized travel for eligible campus users.
Expanding the bicycle-sharing program in November 2025
MSEUF further strengthened Bisig-LETAS on Nov. 14, 2025, with the opening of an additional bicycle station near Gate 3.
The expansion introduced 25 additional bicycles, increasing the University's bicycle-sharing fleet from 25 to 50 units.
This represented a 100% increase in bicycle availability compared with the project's initial deployment in August.
The additional station and bicycles expanded the facilities available to campus users and demonstrated the University's continued implementation of its cycling initiative during the 2025 reporting year.
These documented improvements established Bisig-LETAS as a practical institutional measure for promoting nonmotorized transportation within the University.
Supporting shared transportation through university bus services
Alongside its bicycle-sharing initiative, MSEUF identified school bus transportation as part of its efforts to provide shared mobility options for the university community.
The University's transportation documentation includes photographs of its school bus service and identifies the provision of university vehicles as an initiative intended to reduce dependence on private transportation.
Shared transportation can provide an alternative to individual vehicle use by allowing multiple passengers to travel using a common service.
MSEUF's transportation documentation establishes the existence of university bus facilities. However, further operating records are necessary to confirm the frequency of commuter services, number of passengers served, and extent of operation during the 2025 reporting period.
Encouraging walking through pedestrian-friendly campus facilities
MSEUF also identified expanded pedestrian walkways and shaded pathways among its sustainable transportation measures.
The University's transportation report documents pedestrian facilities intended to support safer and more convenient walking within the campus.
These facilities include pedestrian lanes, ramps, and guiding blocks designed to improve accessibility for campus users, including persons with disabilities.
By providing designated pedestrian infrastructure, the University supports walking as a practical means of traveling between campus facilities.
The transportation report includes photographic documentation of these facilities, although the precise dates of their expansion have not been established.
Promoting shared mobility, electric vehicles, and carpooling
MSEUF's transportation initiatives also include the use of electric vehicles within the campus and the promotion of carpooling among employees.
The University's transportation report identifies electric vehicles used by employees for campus mobility and describes efforts to encourage alternatives to conventional private vehicle travel.
The report also states that MSEUF implements an employee carpooling system, provides incentives for shared rides, and initiated a survey to determine the number of participating employees.
These measures were intended to encourage shared transportation and reduce reliance on single-occupancy vehicles.
The report documents the University's stated approach to promoting carpooling and electric mobility. However, additional dated records are necessary to establish the extent of implementation, employee participation, and corresponding outcomes during 2025.
Managing private vehicle access through parking guidelines
MSEUF maintains Vehicle Pass and Parking Sticker Guidelines to regulate vehicle access and parking within the University.
The guidelines establish requirements for vehicle passes and parking stickers, identify designated parking areas, and provide regulations for managing private vehicles on campus.
The published policy also includes restrictions on engine idling, supporting more responsible vehicle operation within the University premises.
These regulations form part of MSEUF's approach to campus traffic management and the administration of parking facilities.
Although parking regulations can complement sustainable transportation initiatives, the available documentation does not establish a measured reduction in private vehicle commuting attributable to these policies.
Strengthening environmental awareness and sustainable mobility practices
Through its Sustainability Department, MSEUF also identifies transportation awareness campaigns as part of its institutional efforts to encourage environmentally responsible commuting.
The University's transportation documentation describes social media advocacy promoting cycling and other alternatives to motorized transportation, including activities associated with World Bicycle Day.
These communication initiatives complement the University's physical transportation facilities by encouraging members of the university community to consider sustainable mobility practices.
Together, bicycle sharing, pedestrian infrastructure, shared transportation, vehicle management, and environmental awareness activities represent different approaches through which MSEUF seeks to promote sustainable travel.
The documented deployment and expansion of Bisig-LETAS in 2025 provide the clearest evidence of an implemented initiative, while other transportation measures require additional records to verify their specific implementation dates and outcomes.
Contribution to SDG 11: Sustainable Cities and Communities
MSEUF's sustainable transportation initiatives contribute to United Nations Sustainable Development Goal 11: Sustainable Cities and Communities, particularly the promotion of environmentally responsible and accessible transportation systems.
These initiatives directly align with Indicator 11.4.2 of the Times Higher Education Sustainability Impact Ratings, which evaluates university actions that promote sustainable commuting.
Through Bisig-LETAS, MSEUF introduced free bicycle-sharing services in August 2025 and expanded the initiative in November, increasing its bicycle fleet from 25 to 50 units.
The University's additional efforts involving shared transportation, pedestrian facilities, electric vehicles, carpooling, and parking management further demonstrate its stated commitment to encouraging sustainable mobility.
While available records document specific transportation measures, additional utilization and monitoring data would be necessary to determine their effects on private vehicle use, commuting patterns, and carbon emissions.
Through these initiatives, MSEUF advanced its institutional values of Mindfulness, Service, Excellence, Unity, and Fortitude while supporting sustainable campus operations and encouraging responsible transportation practices among the Envergan community.
