MSEUF builds decent-work standards across partners and programs

Manuel S. Enverga University Foundation (MSEUF) advanced decent-work practices beyond its walls by pairing staff training and partner engagements with student and community programs that promote respectful, safe, and skills-based work, laying the groundwork for SDG 8, which calls on universities to guarantee equivalent rights for workers when activities are outsourced to third parties.

 

What we did in 2024
  • Raised service standards across in-house and support functions. HRD ran two in-house training days on the Department of Tourism’s Filipino Brand of Service Excellence (FBSE), including sessions for academic support, security, and maintenance personnel, groups that often work alongside third-party providers. The training emphasized empathy, communication, and dignity at work, reinforcing a shared baseline of respectful conduct and customer care.

  • Strengthened rights-aware, people-first industries. The College of Maritime Education hosted a seminar with SPWD and SMDI on 21st-century skills for seafarers, covering cultural awareness, mental health and suicide prevention, bullying, long-distance relationships, and financial literacy, practical protections and soft-skills that support fair treatment in complex, globalized workplaces.

  • Built employability and ethical enterprise with local government and industry. MSEUF’s Web Content & Digital Engagement Office joined the Lucena City TikTok Masterclass co-organized with DTI, PLDT–Smart, and TikTok Shop, learning e-commerce safeguards and fair-practice branding that flow into partner and vendor interactions.

  • Promoted safe, inclusive events and community participation. As host of the 2024 Quezon PRISAA chapter meet, MSEUF coordinated multi-school competitions that foregrounded sportsmanship, fair play, and organized logistics, the same principles that underpin fair treatment for all workers supporting large events (including third-party staff).

  • Expanded pathways that reward skills and professionalism. University-wide capacity building, from tourism service excellence to wellness and soft-skills for maritime students, equips graduates, staff, and collaborators to expect and uphold decent-work norms in any setting.

 

How this maps to SDG 8.2.5

What the indicator requires: Institutions should have a policy guaranteeing equivalent rights for workers when activities are outsourced—so third-party staff benefit from the same protections and respectful conditions as direct employees.

How MSEUF’s actions contribute now:

  • We standardize expectations for respectful, safe service through FBSE training that includes units commonly interfacing with vendors and contractors.

  • We cascade worker-wellbeing practices (mental health, anti-bullying, cultural competence) into sectors with complex supply chains (e.g., maritime), shaping the ecosystem where third-party labor operates.

  • We align with public agencies and platforms (LGU, DTI, PLDT–Smart, TikTok Shop) so employability initiatives also signal fair-practice expectations to partners that support campus activities and student ventures.

MSEUF’s approach, skills training, rights-aware programming, and cross-sector partnerships, reflects its core values of Mindfulness, Service, Excellence, Unity, and Fortitude. By codifying these practices into an equivalent-rights outsourcing policy and applying them across procurement and partner management, the University can demonstrate full compliance with SDG 8 while strengthening decent work across its entire ecosystem.
