Manuel S. Enverga University Foundation (MSEUF) collaborates with local and national agencies to co-produce research and evidence that inform public policy—ranging from heritage-district rules and urban design guidance to social-protection delivery and service-quality standards.
Policy research collaborations and evidence channels
Heritage governance with the Municipality of Sariaya (LGU + NGO).
MSEUF–CAFA, the Sariaya LGU, and Herencia Sariaya signed an MoU to undertake cultural mapping and prepare design guidelines for the Sariaya Heritage District—policy-oriented research that will guide local conservation decisions, permitting, and development control.
Service-quality standards with the Department of Tourism.
The University ran an in-house workshop on the DOT’s Filipino Brand of Service Excellence (FBSE) program, aligning campus research and training activities to a national service standard that informs LGU tourism policy and operator compliance. Outputs (feedback, evaluations) feed into continuous improvement of service protocols.
City ordinance development through evidence sharing.
MSEUF’s liaison offices participated in the Lucena City Sangguniang Panlungsod public hearing on an achievers-recognition ordinance, putting university inputs on record and offering data from academic programs and graduate outcomes to refine eligibility and implementation mechanisms.
Social-protection program coordination with DSWD.
At the Provincial CSO–Academe Partners Meeting, MSEUF collaborated with DSWD on 4Ps program actions, reviewing results and aligning next steps for youth development, livelihoods, and health. The forum operationalizes ongoing exchange of evidence (needs assessments, extension results) that informs provincial implementation.
Standing advisory mechanism with government seats.
Through the University Advisory Council, MSEUF convenes 44 partners—18 from government—as a structured channel to surface research findings from colleges and translate them into joint initiatives and policy inputs.
Sector dialogues that generate policy insights.
The College of Business and Accountancy’s Stakeholders’ Assembly gathered government and industry to present briefings and solicit feedback from faculty and students, creating datasets and recommendations useful to labor, MSME, and financial-literacy policies.
Civic education pipelines for future policy work.
Political Science students’ Congress and LGU field studies help translate legislative process learning into capstone research and local policy briefs shared with partner offices, strengthening evidence-based engagement.
How MSEUF's efforts fulfills SDG 16
SDG 16 requires universities to undertake policy-focused research in collaboration with government departments. MSEUF demonstrates this by:
- Co-designing heritage planning research with the Sariaya LGU;
- Aligning campus research/training to national standards (DOT FBSE) that inform public regulation;
- Providing evidence and analysis in formal city hearings;
- Participating in DSWD coordination that uses university data to adjust program delivery; and
- Maintaining an advisory council with government members for continuous evidence exchange.
